Subcontact after block fill does does not generate forces

In 3DEC V7.00.146, after reactivating, with the command “block fill”, concrete support of a tunnel, which has been deactivated upon tunnel excavation with the command “block excavate”, I see that many subcontacts do not have forces (normal and shear) and state, even though joint model and contact properties have been defined, and there’s non-null relative displacements. Below is an example of information of such a subcontact:
