If I scale up the particle size (eg multiplied by 10 from the sieve results in the laboratory), does the material strength parameter have to be scaled up from the lab test results?

Based on the model size and particle distribution range, scaling the particle distribution would be a valid approach. Scaling would be dependent on model computational time, memory restrictions etc. If you do scale the particle distribution, you will need to confirm/calibrate the strength properties through bench scale numerical uniaxial, triaxial, and tensile tests. Another possibility is to consider an equivalent continuum model for this problem.
